Position Overview:
The Project Manager will be responsible for the overall planning, implementation, monitoring, and evaluation of the "GREEN" Project in Puri District. This position requires strong project management skills, leadership abilities, and a passion for environmental conservation and community development. The Project Manager will work closely with the Executive Director, project staff, local authorities, and community members to ensure the successful execution of the project.
Key Responsibilities:
1. Project Planning & Implementation:
- Lead the planning and execution of the Project, ensuring alignment with project goals, timelines, and budgets.
- Oversee mangrove conservation efforts, livelihood interventions, women’s empowerment initiatives, and disaster risk reduction activities.
- Coordinate with local communities, government authorities, and other stakeholders to facilitate project implementation.
2. Team Management:
- Supervise and manage project staff, ensuring that roles and responsibilities are clearly defined.
- Provide guidance and support to the field teams, fostering teamwork and accountability.
- Ensure timely reporting of project progress to the Executive Director and funding partners.
3. Monitoring & Evaluation:
- Develop and implement monitoring and evaluation frameworks to assess the progress and impact of the project.
- Regularly review project performance, addressing any challenges or delays that may arise.
- Ensure the timely collection of baseline data and conduct post-implementation surveys to measure project outcomes.
4. Stakeholder Engagement:
- Maintain effective communication with local authorities, PRI members, community leaders, and government departments.
- Organize regular community meetings and capacity-building workshops to engage the target communities in the project activities.
5. Financial Management:
- Oversee the project’s budget, ensuring that expenses align with financial plans.
- Ensure compliance with AJSA’s financial policies and donor requirements.
- Prepare and submit financial and narrative reports as required.
6. Risk Management:
- Identify potential project risks and develop mitigation strategies.
- Ensure all environmental and safety regulations are adhered to during project implementation, particularly during mangrove plantation activities.
- Work closely with the team to ensure the sustainability of the initiatives undertaken.
Key Qualifications:
Education: A Master’s degree in Environmental Science, Rural Development, Social Work, or a related field.
Experience:
- At least 5 years of experience in managing community-based projects, preferably in the areas of environment, livelihoods, or disaster risk reduction.
- Prior experience working with rural or coastal communities in Odisha is highly desirable.
Skills:
- Strong project management skills with experience in planning, implementation, monitoring, and reporting.
- Ability to lead teams, communicate effectively, and foster relationships with government officials, communities, and donors.
- Financial management and budgeting skills.
- Excellent written and verbal communication skills in Odia and English.
- Proficiency in MS Office, project management tools, and data analysis software.

The role includes budgeting, financial reporting, tracking expenditures, and ensuring compliance with AJSA’s financial policies and donor requirements. The Project Finance Officer will work closely with the Project Manager and Executive Director to ensure effective financial planning, management, and accountability for the project's financial resources.
Key Responsibilities:
1. Financial Management:
- Oversee the financial management of the Project in coordination with the Project Manager and Executive Director.
- Develop, maintain, and monitor project budgets, ensuring they align with approved funding and planned activities.
- Ensure proper allocation of costs to project activities and prepare financial forecasts to guide project planning.
2. Accounting and Record Keeping:
- Ensure timely and accurate recording of financial transactions using accounting software and systems in compliance with AJSA’s policies.
- Maintain proper documentation of all financial transactions, including vouchers, receipts, invoices, and payroll records.
- Ensure cash flow management and maintain the project’s financial ledger and records up to date.
3. Financial Reporting:
- Prepare monthly, quarterly, and annual financial reports for submission to the Project Manager, Executive Director, and donors.
- Monitor the financial status of the project and report any discrepancies or issues immediately.
- Support the preparation of financial audits and provide necessary documentation to external auditors when required.
4. Compliance & Risk Management:
- Ensure compliance with AJSA’s financial policies, donor requirements, and regulatory requirements for financial management.
- Conduct regular internal checks to ensure that all financial practices are transparent and meet AJSA’s and donors’ financial standards.
- Mitigate financial risks by maintaining proper financial controls and ensuring that all expenditures are justified and documented.
5. Procurement & Contracts:
- Work closely with the procurement team to ensure that procurement procedures are followed in accordance with financial guidelines.
- Manage contracts and payments for vendors, service providers, and consultants./li>
- Track and manage the payment of salaries, allowances, and other disbursements to staff and partners.
6. Budgeting & Forecasting:
- Assist in the preparation and review of project budgets, ensuring alignment with the program objectives and funding requirements.
- Provide ongoing financial forecasting and variance analysis to the Project Manager to ensure that budgetary limits are adhered to.
- Assist in the preparation of budgets for project expansions, new proposals, and donor applications.
7. Capacity Building:
- Support field and project staff in understanding financial systems and processes.
- Conduct regular training sessions for project staff on financial management and compliance with financial protocols.
8. Collaboration & Communication:
- Coordinate with project teams, finance departments, and donors to ensure smooth and transparent financial operations.
- Support the Project Manager and Executive Director in maintaining strong communication with stakeholders regarding the financial status of the project.
- Liaise with external agencies, banks, and vendors as needed.
Key Qualifications:
Education: o A Bachelors/Maters degree in Finance, Accounting, Business Administration, or a related field. A postgraduate degree or professional accounting certification (e.g., CA, ICWA, MBA) will be an advantage.
Experience:
- At least 3-5 years of experience in financial management, preferably within the NGO sector.
- Prior experience in managing financials for donor-funded projects will be highly regarded.
Skills:
- Strong knowledge of financial management principles, accounting practices, and financial reporting.
- Proficiency in accounting software and financial management systems.
- Ability to prepare, interpret, and analyze financial reports, budgets, and forecasts.
- Excellent organizational and time management skills.
- Strong communication skills in both Odia and English.

Cluster Coordinators will work closely with community members, local authorities, and the Project Manager to ensure that project goals are met effectively and sustainably.
Key Responsibilities:
1. Project Implementation:
- Coordinate and implement all project activities within the assigned cluster, ensuring alignment with the project’s objectives.
- Support mangrove plantation and casuarina (jhaun) nurseries, ensuring timely seed collection, nursery preparation, site selection, and transplantation.
- Ensure successful implementation of turtle conservation efforts, including community awareness, habitat protection, and monitoring activities.
- Facilitate livelihood interventions, including supporting community social enterprises, aquaculture, and alternative livelihoods, especially for fisherfolk.
- Monitor eco-tourism initiatives by engaging with local stakeholders and ensuring alignment with project objectives.
2. Community Mobilization:
- Engage local communities and encourage their active participation in project activities.
- Work closely with Self-Help Groups (SHGs), farmers, and local committees to support livelihood and women’s empowerment initiatives.
- Ensure that the project’s benefits are rotated and equitably distributed among community members.
- Organize and facilitate regular meetings and capacity-building sessions for community groups and stakeholders.
3. Coordination and Networking:
- Coordinate with relevant government departments and local Panchayat authorities to ensure smooth implementation of project activities.
- Build and maintain good relationships with key stakeholders including PRI members, local NGOs, women’s groups, and other community-based organizations.
- Ensure the smooth flow of communication between field activities and the Project Manager.
4. Monitoring & Reporting:
- Monitor the progress of all activities in the cluster and ensure timely execution according to project plans.
- Track progress against key performance indicators and report to the Project Manager.
- Conduct regular field visits to ensure adherence to project timelines and goals.
- Ensure the proper documentation of all project activities, including mangrove nursery growth, turtle conservation, eco-tourism ventures, and social enterprise development.
5. Capacity Building:
- Provide on-ground training and technical support to community members on sustainable practices in mangrove conservation, livelihood activities, and disaster risk reduction.
- Organize capacity-building workshops for women’s groups to support their empowerment and inclusion in decision-making.
- Ensure that best practices in conservation, eco-tourism, and livelihoods are shared with the local community.
6. Disaster Risk Reduction (DRR):
- Facilitate the community-based DRR initiatives by preparing community members for natural disasters like cyclones and floods.
- Organize mock drills, awareness campaigns, and preparedness sessions to enhance community resilience.
7. Eco-tourism Development:
- Assist in the design and development of eco-tourism initiatives within the cluster.
- Monitor the sustainability and community benefit of eco-tourism efforts, ensuring that they generate income for local communities while protecting the environment.
8. Data Collection & Surveys:
- Conduct baseline and endline surveys, and collect data for monitoring and evaluation.
- Support ecological surveys related to mangrove plantation and biodiversity assessments.
Key Qualifications:
Education: o A Bachelor's degree in Social Work, Rural Development, Environmental Science, Agriculture, or a related field. Postgraduate qualifications will be an advantage.
Experience:
- At least 2-4 years of experience working with community development projects, environmental conservation, or livelihood programs, preferably in rural or coastal areas.
- Prior experience working with NGOs and local communities is highly desirable..
Skills:
- Strong skills in community mobilization, stakeholder engagement, and project coordination.
- Ability to build relationships with government officials, local leaders, and community members.
- Good communication skills in Odia and English.

Job Title : Program Manager- DRR

Organization Information: AJSA is a non-government organisation based in the eastern Indian state of Odisha. AJSA has been working for the socio-economic development of small and marginal farmers, landless labor, agricultural labor, bonded labor as well as women, children and other weaker deprived sections of the society. The spheres of its work are governed by issues related to livelihood security, health, education, Climate change adaptation and Disaster Risk Reduction etc.
- Primary role of the position:
Facilitate and accompany the Project staff to implement DRR programs in line with organizational norms and standards.
Other Roles: Responsibilities/Activities
Provides direct technical support and advice to program team, particularly on implementation of Disaster Risk Reduction (DRR) and Disaster Resilient livelihood programs;
- Facilitating team in terms of technical inputs to improve the program quality and promote human dignity of the poor & marginalized.
- Strengthening the quality research in the sustainable livelihood programmes to strengthen the further improvement in the project.
- Provides support for the development of written proposals, technical materials and resources for Disaster Risk Reduction (DRR) and Resilience programs or projects with particular attention to gender equality, food security, integrated water resources management, environmental sustainability.
- Supports the design and implementation of capacity development plans, measuring changes or improvements in capacity to apply resilience approaches to Disaster Risk Reduction (DRR) programs;
- Contributes to the design and development of funding proposals for evidence-based, innovative approaches to emergency response and resilience programming; and,
- Liaises with resilience networks, academic, research institutions and other Key stakeholders.
- Ensuring the optimal and effective use of the Organization’s resources by partnering with intermediary organizations in extending support and facilitation and advocating for the rights of the people.
- Enhancing the visibility of the Organization through strengthening linkages and networking of the Organization & Partners with government departments and other development agencies for leveraging fund and providing technical support.

3. Functional Skills & Knowledge
The Candidates should have:
- Work experience in Disaster Management/DRR.

- Ability to coordinate with Govt. officials, NGOs, volunteers and Mass Media for effective disaster management.
Skill required:

Qualifications Required-
- Post Graduate in Social Work/ Social Science or Disaster Management
- Experience :
- Minimum 3-4 yrs. of relevant working experience at the field level particularly in the area of Disaster Reduction and Resilience Building Programs.
- 2 years of professional experience designing and implementing resilience and disaster risk reduction programs for international non-profit humanitarian and/or non-governmental organizations. Prior experience of working with the government is essential, especially at the state/ district level
• In depth understanding of Disaster Risk Management, CBDRR processes, community led advocacy, and participatory/ action research

- Salary
